No rate means that the State did not report a retailer violation rate for the indicated year.
Rates reported in Federal Fiscal Years (FFY) reflect work completed in the previous FFY. For example, FFY 1999 reported retailer violation rates represent results of inspections conducted in FFY 1998, that is, between October 1, 1997, and September 30, 1998.
The FFY 1997 rates were the first rates reported by the States (baseline rates) and were used to negotiate future interim target rates.
The following States have delayed applicability status (i.e., they did not establish their baseline rates until FFY 1998): Arkansas, Kentucky, Montana, Nevada, North Dakota, Oregon, and Texas.
