Suzanne Fialkoff, M.P.A.

Substance Abuse and Mental Health Services Administration (SAMHSA)
Sue Fialkoff is responsible for oversight and coordination of programs and issues throughout CSAP and serves as a key Center link for coordinating substance abuse prevention issues across SAMHSA. Sue is returning to CSAP, where she worked in the OPAC from 2000 to 2004, primarily on GPRA and related topics. In 2004, she moved to the Office of Policy, Planning, and Budget, where she was a team leader for Planning and Performance Measurement on a SAMHSA-wide level. In both positions, she was involved in many high level, agency- and government-wide initiatives including development and use of performance information, budget formulation, liaison with the Office of Management and Budget and the HHS Office of the Assistant Secretary for Resources and Technology, grant and contract planning, and strategic planning.
Sue is also a member of the 2008-2009 Excellence in Government Fellows Program, a year-long leadership development program with the Partnership for Public Service. As part of that program, she is one of six performance staff from various agencies working with the government-wide Performance Improvement Council and OMB on developing an approach to cross-cutting performance measures and the successor to the Program Assessment Rating Tool.
Sue also worked for 12 years in the Administration for Children, Youth, and Families in the welfare reform and child support enforcement areas, and worked for several years for a private educational company. She has a master’s in public administration from George Washington University and a bachelor’s degree from the University of Rochester.
